1914'te 1. Dünya Savasi'nin baslamasiyla Said Halim Pasa'mn hâkimiyetinde azalma basIadi. Rusya'ya karsi Almanya ile bir anlasma yapildi. Said Halim Pasadan habersiz olarak Ittihadcilar'in ileri gelenlerinden Enver Pasa'nin gizli calismalari neticesinde, iki Alman gemisinin Karadeniz'e girmesi ve ondan sonra da bilinen gelismelerin meydana gelmesi neticesinde, Osmanli Devleti kendisini harbin icinde buldu. (Yusuf Hikmet Bayur'a göre Sadrazam Said Halim Pasanin da iki Alman gernisinin Karadeniz'e girisinden haberi vardir).
